A good paint job can last anywhere from 5 to 10 years. Stucco lasts a little bit longer, while wood expands and contracts, creating faster wear and tear on the paint surface.
I would knock off any nibs with a scraper. Scratch the ceiling with 120 grade sand paper. Give a miss-coat with 70:30 ratio off paint:water, I recommend Dulux vinyl pure brilliant white. Let this dry. Once dry get a first fill (I recommend Gypsum Easyfill because its easier to work with and sand flat). Let that dry over night. Next day sand flat. Get second fills on deeper digs looking out for areas you may have missed previously. Let filler dry sand flat and spot all filler with White paint of your choice. Once dry your ready for first and second coats.
For silk walls. I recommend washing down with a degreaser first. Give the walls a scratch with 80 grade sand paper knocking of any nibs you may discover. You ideally need 2 coats however you may require more depending on how well you have scratched the walls. But may need a third as silk is a troublesome paint.
